How whould you guys RIG This one

Hi Guys,
I wonder how you guys whould RIG this particular model.
The idea is that the "handle" is going to be a controller point for vertical movement. And the final movement of this rig is that the "moving effect" is going to be horisontal. (top right of the image).
I hope this makes any sense.
