There are still some things to improve so stay tuned

Software used : CINEMA 4D
Short Tutorial:
1.Make a plane, higher the segments to 80x80
2.Make the plane editable (press C), use the free plugin thrausi to cut the plane into 100 pieces (or something like that)
3.Click the cutten object, press c, select all the sub-objects, press C again, select all the sub-objects again and press C, then go to Object and press "connect objects + delete"
4.Add the cloth and the cloth belt tag to the cutten plane
5.When in Edit mode select as many points as you wish and drag the cutten plane to "belt on", then click "set"
6.In the clot tag, select the points on the top of the plane and go to dresser and than "fix points", then apply "use tear"
7. Now you have to tweak: You can add a wind/turbulence simulator and animate it.
You have to play with the forces
